This program is authorized in accordance with the Freedom Support Act, as amended.
The Annual Program Statement (APS) will run from January 20, 2004, to January 19, 2005.

USAID is entering a new strategy period for 2004 to 2008 and would like to support new and innovative approaches to common issues related to Armenia?s transition toward democracy. The purpose of this Annual Program Statement (APS) is to solicit applications for cooperative agreements and/or grants with USAID/Armenia to implement activities that support USAID/Armenia?s Strategic Objective (SO), ?Improved Democratic Governance,? in particular its Intermediate Result (IR) 1 ?Civic Participation Expanded.? More specifically, USAID/Armenia would like to support assistance activities that promote the achievement of the following sub-Intermediate Results: IR 1.1 ?Stronger Advocacy NGOs,? IR 1.2 ?Targeted media outlets operating in a sustainable business modality,? IR 1.3 ?Increased civic activism among young men and women,? and IR 1.4 ?Increased community involvement in addressing public issues.?

USAID/Armenia is interested in funding two types of applications: a) core applications for full, comprehensive assistance packages (cooperative agreements); and b) limited-scope, limited-time, targeted interventions (grants). USAID will support separate comprehensive assistance packages, one for IR 1.1, one for IR 1.2, and one covering both IRs 1.3 and 1.4. Funding limitations and terms of length for each are outlined respectively below. USAID also would like to support limited-scope, targeted interventions that support the achievement of IRs 1.2, 1.3, and 1.4. These smaller instruments can be one-time interventions to take place in FY2004, FY2005, or FY2006, or up to 5 year (including option year) interventions that include follow up activities in subsequent years. (For IR 1.1, USAID is interested in supporting only a comprehensive assistance package; hence, applications for limited-scope, limited-term targeted interventions under IR 1.1 will not be considered.) The total estimated budget for all activities over five years is approximately $18 million. All funding levels will be subject to the availability of funds.

U.S. NGOs or PVOs, Third Country NGOs, and Armenian NGOs may submit applications for assistance based on this APS. Awards to non-US organizations shall be made in accordance with the Standard Provisions for non-US. Non-governmental Grantees. Armenian and Third Country NGOs will have to undergo an institutional review before an award is to be made. Indigenous Armenian organizations are particularly encouraged to submit applications.
